Free visit or guided tour
Entry to Fushimi Inari Taisha is free, and the grounds are open 24 hours a day. A tour is therefore an add-on, not a ticket. It makes sense if you want the history and the meaning of the gates explained, if you would like a fixed plan for a short stay in Kyoto, or if you want the shrine combined with other sights in one day.
Tours differ in scope more than in price. A guided shrine tour covers the lower grounds and the Senbon Torii, which is not the same as the full hike around Mount Inari. Check what each tour actually includes before you book.

What the tour types involve
The same shrine, different scope.
Guided shrine tour
An English tour of about 1 hour, run with the support of the shrine and listed with starts at 10:00 and 11:30. It takes in the shrine and the Senbon Torii and includes Kagura, a Shinto ritual performance. Photos and video are not allowed during Kagura.
Hike with a guide
A tour that includes the mountain is longer than the shrine tour. The loop alone is about 4 km and 2 to 3 hours. Look for the stated length and the turning point in the description.
The Mount Inari hike →Kyoto day tours
Some tours combine Fushimi Inari with other places in Kyoto. The shrine then takes a part of the day, so check how much time at the shrine is planned.
Things to do in Kyoto →Trips from Osaka
Tours that start in Osaka add travel time. Compare them with going by train on your own, which is straightforward.

Date, time and meeting point
The same shrine can be reached from several stations. Make sure the meeting point and start time fit your train.
Language
Confirm the tour language in the description. Not every departure is in English.
What is included
Look at guide, performance, headsets, transport and food. The guided shrine tour above does not include travel to the shrine.
Scope
A tour of the shrine is not a summit hike. If the top matters to you, choose a tour that states the mountain loop.
Group size and children
Check the age rules. On the guided shrine tour one child aged 0 to 12 per paying person is free and needs a companion.
Cancellation
Terms differ by provider. Read them before you pay, especially in the busy seasons.
