Where to Stay in Kyoto

Fushimi Inari lies in the south of Kyoto, so your base decides how long the trip takes. Four areas are compared here, with the train links to the shrine and Kyoto's accommodation tax from March 2026.

Choosing a base for Fushimi Inari

The shrine is open 24 hours and free, which makes it easy to fit into almost any stay. What changes is the way you get there. Two railways reach it: JR on the Nara Line to JR Inari, right at the shrine entrance, and the Keihan line to Fushimi-Inari station, about 5 minutes on foot from the shrine.

This page compares areas, not individual hotels. Rooms, prices and availability change too often to be useful here, so check them on the booking site you use. What does not change is the geography: a base near Kyoto Station, near Gion-Shijo or near the shrine each suits a different kind of trip. From March 2026, nights in Kyoto City also carry a new accommodation tax.

Which base fits your trip

Match the area to how you want to spend your days.

Near Kyoto Station

A base here suits a trip with several day outings. JR Inari is 2 stops away, and the fare is about JPY 150 one way. Tofukuji is about 3 minutes from Kyoto Station by JR.

Around Gion-Shijo

Gion is the district of the geiko and maiko tradition, and it is also a residential area, with private lanes and photo restrictions. A base here puts you at the Keihan line to Fushimi-Inari. Plan for the rules of the district.

Near the shrine in Fukakusa

Being close to Inari station means an easy early start, before the day crowds arrive. Check the walking distance from the hotel to the station. If you plan a night walk, check the last train for your way back, because night access does not mean later trains.

Visiting at night →

For a long stay

If you plan several outings, the Keihan fares add up: JPY 180 from Tofukuji to Fushimi-Inari and JPY 240 from Gion-Shijo. A base that puts a station within a short walk saves more time than a small difference in room price.

A base in Osaka

If you stay in Osaka, Fushimi Inari works well as a Kyoto day trip. See the fares and times on the day trip page.

Kyoto accommodation tax from 1 March 2026

Per person and per night, for stays within Kyoto City.

Room charge per person and nightTax per person and night
Under JPY 6,000JPY 200
JPY 6,000 to under 20,000JPY 400
JPY 20,000 to under 50,000JPY 1,000
JPY 50,000 to under 100,000JPY 4,000
JPY 100,000 and overJPY 10,000

The tax is based on the accommodation charge without meals and consumption tax, including any service fee. You pay it at the accommodation. If you already paid it through a booking site or travel agency, you do not pay again. Exemptions are narrow: certain school trips and some stays organized by childcare facilities for children aged 3 and over. A family holiday is not exempt, so children are not free of the tax automatically.
